You have highlighted the wrong software component in your picture.  That component is used to allow a remote PC to control a RIO attached to My Computer  Without remote access enabled that -52003 is normal.

The Getting Started Guide tells you how to connect the sbRIO to My Computer starting on pg 5

How are you connecting to the device? Directly? Same subnet? 

I will recommend you to lower the firewall too.
