IEEE488.1 with Agilent 82350, cannot use VISA

I'm trying to program an Acroamatics 2112 Telemetry Data Processor (TDP)which is in the first generation IEEE488 design, connected with HP3488A Switch Units. I was unable to communicate using the NI PCI-GPIB card as it will lock up the buss with these two devices on at the same time. Tried using two different PCI-GPIB with the different devices on each and got the same result. We found long ago that these two devices can co-exist using HP/Agilent GPIB card and using Unix to command, there is no issue.
   By some weird chance, with one each 82350 card and a NI PCI-GPIB installed, yet devices connected to the 82350, I was able to use the GPIB Write to the 82350 and proceeded to write lots of code that was working perfectly to decom the binary data streams. The computer that I was using, had another issue which forced me to move to a good computer. I have not been able to establish this communciation again.
   I tried using VISA to command the TDP, but the data being sent to it, doesn't exactly match what it requires or expects whereas the GPIB Write function worked perfectly when I was able to address it directly. There are two of these devices in this system, addresses 3 and 4 along with two HP3488A's at addresses 9 and 10. The TDP does have the primary and secondary addressing but I didn't need it at the time this was working.
   I need to send commands to the TDP using GPIB Write only and using the Agilent 82350 GPIB Card as apparently none of the NI GPIB cards will work with this old device as far as I know. No, so far, I have not been able to duplicate the setup that allowed it to work. Thoughts or ideas?
