I've never seen this error before. When searching google.com, the following was suggested:
-This situation can be caused by the W32.Nimda.A@mm virus. Run the Nimda Fix tool and reinstall MSI.
-Some customers have successfully used the steps in the document Error: "Configuration data for this product is corrupt" when installing Norton AntiVirus Corporate Edition 7.5, which use Instmsia.exe (Windows 9x) or Instmsiw.exe (Windows NT) to reinstall from the CD.
-If you are installing from a network, then install NAVCE locally in Safe mode (Windows 9x) as an unmanaged client, but do not reboot until the installation is complete.
-Verify that a NAVCE Primary Server is selected. Symantec has received reports that this error message will displ
ay when a Primary Server has not been selected.
