Did you ever figure out what this was? I am setting up a new system (Windows 10 Enterprise with advanced group policy options enabled) and I am getting this crash upon exit. As you mentioned, it doesn't seem to be causing problems but it would be nice to make it go away. As far as I can tell I don't have any firewall settings enabled on this machine (no network connections).

Try changing the setting for startup type from automatic to "Automatic, delayed start"
I've worked in a few environments where security policies provided by the client caused a conflict with services that start in the wrong order. I am not an IT Pro and can't explain why. But, as a Troubleshooting exercise I have played with the Delayed Start option of several NI services with some success.
