Hello,
I have a USB-4431 that worked with a Windows 7 computer last week, but this week it has stopped being detected by NI Device Monitor and the power LED does not light. The Windows Device Manager sees the device when it is plugged in and the USB-443 Loader is supposedly working OK. If I check Services, I saw that the NI Device Loader was not started, so I tried manually starting it. However, the NI Device Monitor still does not detect it.
I have tested three different USB-4431 devices with this computer with the same lack of detection. I tested those devices with another computer to make sure that the hardware is working, and they are all OK. I've tried uninstalling the USB-443x Loader and then plugging the device in so that it reinstalled the driver. I tried updating to the latest version of DAQmx. I've tried plugging it into different USB ports and into a USB hub. None of this has made a difference.
There were no Windows updates installed since it worked last week. What else can I try?

Try setting the Device Loader Service to Automatic Delayed Start.
Then reboot and give it a minute or two before trying to access the device.

I tried setting the Device Loader Service to Automatic Delayed Start and that didn't make a difference. However, I found a solution to my problem.
I went into NI MAX and did a reset of the configuration data. After this, I was able to detect the USB-4431 once again. I don't understand why I had to do this, but it worked.

It's great that you found a solution to your problem! (Make sure to mark your post as the solution)
Resetting MAX Configuration Data helps to eliminate any source of corruption in the database and replace it with the default. These are rare but can occur if a SW was installing and was canceled midway or when a system reboots without being properly shut down (power loss or system crash).
