Allow multiple toolbar button rows

I like to have my project window open, nice and skinny, on the left of my screen.  I have some extra stuff installed into my environment, which means more buttons, and that means that I can't see all the buttons unless I expand it out a lot:

I'd prefer to be able to have more than just one row of buttons:

Nice idea.  This should be the same for the VI front panel and block diagram.

I always get frustrated when my FP is small and I cant get to the alignment/distribute tools.  I should not have to change my window size to do this.
