[Minor cosmetic] Improve the Save as dialog resize handling

Shrinking the dialog height seems buggy.

The folder navigation disappears too soon and leaves loads of wasted space instead of just shrinking the folder/file view.

This is the minimum height before the file/folder view disappears:

The dialog minimum width also seems large for no discernible reason (controls wounld't be clipped even if smaller).

That's a Microsoft Windows dialog box, not a National Instruments dialog box. You'll get the same behavior saving a file in Notepad or other Windows applications.

You'll need to redirect your objections to Microsoft.

This behavior is common to all Windows-based file dialogs, not just LabVIEW.
