I have such a const in my error handling reuse lib. As I copied all error handling VIs in the palette, I only use this and never the build-in. I use it quite sometimes.
On the rare occasions I've needed an error constant, I just used the error 'constant' on the pallet right next to where you want to add the new one (a.k.a. Clear Errors.vi).
