Can Labview be installed on the Kirin system in China?

Which specific Qilin system are you talking about?
Generic answer: I don't think NI/Emerson will add that ChineseOS to its supported target systems…

Possibly. LabVIEW can be installed on Linux, and as i understand it, Qilin is a Linux variant.

Probably more complicated than just Huawei or whatever. It seems to be based on a Linux Kernel (at least the NeoKylin version, Kylin itself seems to be based on a BSD kernel) similar to Android. But Android is definitely special enough that standard LabVIEW never could be installed on it even even if you try the Linux version of LabVIEW.
And of course, most Android (and probably Kylin (Qylin, Kirin) for mobile devices too) is running on an ARM type CPU such as a Snapdragon and that makes it completely useless for trying to install LabVIEW for Linux on it anyhow.
Extra complication: there are are several flavors of it. Kylin, NeoKylin, and Ubuntu Kylin as well as openKylin. If I had a guess, Ubuntu Kylin if running on a x64 CPU, has a small chance to run LabVIEW but it is likely not a walk in the park installation. Other variants may or may not work but only if they are running on x64 compatible hardware.
