Yes.

Only exception is the Host side buffer of a DMA-FIFO.  What kind of FIFO are you referring to?

Where you are changing this FIFO size, are you configuring the FIFO project item?

DMA FIFOs (regardless of the direction) have buffers both on the FPGA and on the Host.
