Downconvert VI Requests

There is no need to downconvert the "Parallel While Loops with Reset". That's an example that ships with LabVIEW. Just open the Example Finder (Help -> Find Examples) and search for "loops".

Whoever wrote it was local-variable happy. There is a ridiculous amount of usage of local variables. Clearly written by a text-based programmer.
