Dynamic generate vi graphic

As the attached sample drawing, it need to generate a vi graphic with some customized graphical object as the square and cycle. And place them in the certain places.

Can this be done by programming?

Where are the certain places you want to put these objects?

Look under the Graphics and Sound palette then under Picture functions.  This would allow you to draw shapes in a picture indicator

Which details are you looking for? If you're asking about how to use the picture controls, there's several examples that ship with LabVIEW. Just take a look in the Example Finder (Help -> Find Examples) and search for "picture". There's also links to how the picture control has been used in various situations in the picture thread.
