To do what you want would require more extensive modifications of the subVIs, and that's not a recommended approach. I would, instead, suggest using the Plot XY VI rather than the Plot Waveform VI. You would basically just create a series of XY points which are connected together. Thus you can draw a more "step" picture. See attached example using your dataset.
