It sounds to me like he's trying to replace Spectrasuite, the software that used to come with Ocean Optics spectrometers. I believe you only get one Spectrasuite (now OceanView?) license with each spectrometer, which is a pain if you want to use it at different computers. Also, one very annoying drawback is that the software didn't save any settings, which is easily handled by an .ini file.
