I downloaded labview using the serial number given by the school.Halfway through downloading, this message always appears.I've been trying to solve it for days, but nothing works

When students came to ask me if they could install LabVIEW on their laptops, I always answered "Yes, but ..." and asked them to bring their laptops to me and let me do the installation for them. After several hundred LabVIEW installations, I've learned some "tricks" to how to do it without (too many) problems.
It looks (from your Error Message) that you chose to install the MGI package mentioned on the last set of "Additional Items" (I'm not certain this is the correct name, but it's the section of NIPM after you choose LabVIEW and Drivers). Simply don't choose to install this package! If it turns out you find out you need it, then it is also available through the VI Package Manager (VIPM), which you should have installed on the first "page" of the NIPM-based LabVIEW installation.

When I uncheck mgi solution explorer, labview can be installed successfully and I can find it in the search field, but I can't find it in the windows application and I can't open it. I don't know if there is a bug.

I assume with "it" you mean LabVIEW and if you can find it in the search field (as you said!), you should be able to run in right there.
Can you explain what you mean by "can't find it in the windows application"? (since the community edition is a 32bit application, it will be in the "C:\Program Files (x86)" hierarchy, on 64bit windows, right).

There's a lot we don't know about your setup (@altenbach's response reminds me that I didn't ask you about what you are installing). So here are some questions and suggestions, and how to get MGI Solution Explorer.

As shown in the picture.It shows up in the search bar but when I click on windows>setting>application and then search for labview it doesn't show up.I downloaded the 64-bit version and then used the serial number given by the school to activate it.

It is installed via the "NI package manager", so only that will show up under installed application. This is normal. To uninstall, you would run the NI package manager and to run LabVIEW just click on the yellow icon in the search..

I also tried starting it as an administrator, but nothing happened.

Are you running any unusual antivirus or other security software? Does anything show in the task manager? How about the system logs?
