No, you are still limited to the FPGA products that NI sells.

NI is providing software (LV FPGA) and hardware (NI boards) as a total solution. It is currently not the direction that NI would like to act as a pure EDA software provider. So in short, your request is not the typical NI way for LV FPGA. However, things may change for specific oppornities based on the judgement of the company.
