I am using LabVIEW 2017 and NI MAX version 18.0 (upgraded from 16.X). How can instruments be simulated with this version? If I right-click "Devices and Interfaces" and select 'Create New', it crashes. It did the same with MAX 16.X, I upgraded to the latest hoping the issue will be solved, but it persists. DAQmx is also at rev. 18.
I am using MAX 18.0 and I am able to create simulated HW without any issue. Can you check for software updates using the 'NI Update Service', and update all the software/drivers to the latest patch.

A few patches, none related to DAQmx though, installed them anyways, but the problem persists. I will attempt re-installing from the NI Suite thumb drive.
