On startup the labVIEW splash page is displayed and never gets past it. See image:
There appears to be another window open but I cannot view it. I have tried deleting VI cache seen here:
But problem remains. I then tried fully uninstalling labview from package manager and all components, then reinstalling a fresh lv2020 sp1 from the offline installer, but the problem somehow remains. I also tried disconnecting the network cable (no internet but a network connection) but this also didn't work. Windows firewall is not active. I would appreciate any other suggestions. Labview was operating on this computer until this week so I am not sure what happened. It was reported a vi froze, so the computer was rebooted cleanly (not a hard reset), then did this behavior on boot.

I am curious why you show a picture of the objcache folder. You said you "tried" to delete it? Were you successful?

Maybe I worded that weirdly - I did delete both of those folders in the cache, attempted to launch labview again and the same issue still remains.
I think it is something related to checking for license because I tried launching from a different windows account, a local admin account, and it launched normally. I will operate like this for now

As I learned "the hard way" in 2017, uninstalling LabVIEW, while simple, is also potentially dangerous. Manually deleting any NI-related files or folders can render a Windows PC incapable of successfully installing LabVIEW without basically reformatting the Boot Drive (usually C:) and reinstalling Windows and "rebuilding" the system, including re-installing all Applications and all User folders.
The "Safe Way" involves two components: Control Panel (to get "Programs and Features", which includes "NI Package Manager" and "NI Software"), and "NI Package Manager". You use NI Package Manager to remove most of the NI Software, then use it to remove itself, then remove any additional NI Software that remains. For the most part, you should not remove any other Files or Folders, and should not mess with the Registry -- that can lead to the "Reinstall Windows" fix mentioned above.
I've described (in greater detail) this procedure at least twice in this Forum in the last two months.
