LabVIEW Run-Time Engine

If I have a VI that I would like to enable a remote user to run (remotely), can I directly send him a LabVIEW Run-Time Engine file to install on his/her machine or the remote user may only/exclusively download it from the NI site (for registered users since it's not in the fully public domain)?

Explanation of the question:
LV 6.1 Remote Panel feature was advertised that (it was my specific question during the LV 6.1 promotional Web event) remote users do not need to have LabVIEW installed on their machines in order to get remote control, but only LV RT Engine. Well, it's true, but LV RT Engine is a free download only for registered users. To be a registered user, one first must be a user of some NI product, isn't it? In such a case, one will
most likely then already be a LV user (nobody will have some hardware installed without a software to controll it, and that is most likely LV). If that is true, then it practically collides with the statement from the beginning that remote users do not need to have LV (NI product, more generally) installed to remotely run a VI!
It consequently means, as I see it now, that one, in order to download and use LV RT Engine, first needs to buy some NI product, which will give him eligibility to register as an NI user, and lastly to let him approach a download site for LV RT Engine!

I will appreciate an explanation clarifying my question.

The labview 6.1 runtime engine is available here. 

The page claims that it is a free download. Searching for licensing or legal documentation turned up nothing that I could find. The installation program did warn of dire consequences if the program was illegally copied or redistributed, but there were no conditions mentioned in which copying was allowed...perhaps NI would like to clarify?

You don't need to purchase anything to be a registered user. Putting in your e-mail/password just allows NI to keep track of the most popular downloads better.

As far as licensing and how many simultaneous client connections to the remote front panel you can have, I would check out this KnowledgeBase:
