LabVIEW subscriptions for business

Is it really my understanding that the small office I work in will have to purchase separate subscription licenses for each developer in seat? We were hoping to add 1 or 2 more employees to our 2 man team. But needing the pro edition at 2800 a year for each individual is ridiculous.

Anyone have any ideas on how to mitigate that situation? Are there options for business to purchase an umbrella license for all the employees?

The catch is that you need at least 5 licenses or seats to go with Volume Licensing.

And who do I discuss that with? I called our usual distributor and was in essence told it was the same price per each as if to do them individually. We initially asked about 3 seats. Which for pro had us at 15k. Adding 2 seats would do what? What kind of savings are there with volume?
