Will Labview 2020 license and programs work after upgrading from Windows 10 to Windows 11 ?

Officially, no. Windows 11 support doesn't start until LabVIEW 2022.
Unofficially, probably about 98% of things will work. Using LabVIEW 2020 means that you can use support software up to version 2023 (DAQmx, NI-VISA, etc.) which will likely cover some of the problems that could arise with Windows 11, but not all of them.
If you have any choice in the matter I would recommend against moving to Windows 11 as long as you can. My work has not moved to it yet, but I've tried it at home and all it seemed to do was make hardware support worse, make it harder to do advanced tasks in Windows, and added more Microsoft integration into parts of my PC that I didn't want it integrated with. I also hated 90% of the UI changes, though that may just be a matter of personal taste.
