we have been updating at work and this solution worked for one of our pc's.

the "taskkill /f /im niofflinehelpviewer.exe" worked as well for mine.

We don't currently have a way to share the status of a Bug until it is resolved, in which case it would appear in the Bug Fixes document for a release.
Another symptom, it also gets stuck when removing packages as well.

No, sorry, we're still working on the offline help issue. (Note, though that we're now tracking this issue with Bug 3140514).

moving that offline.sqlite out of the folder "C:\ProgramData\National Instruments\Offline Help Viewer\database-orm" allowed the install to complete. Thanks for the suggestion.

This is what we call a showstopper in my domain. When will there be a fix for this? I can't install LabVIEW.

why is it a showstopper if work around is available?
Just use the steps described previously and it will work.

Workaround didn't work for me (tried to remove the database folder as recommended previously), but I did find a new one. Unchecked the offline manual from the list of many other recommended components that were pre-selected. By skipping that install, installation proceeded normally.

Would you be willing to send me the log file from the failed installation? It would be in C:\Users<username>\AppData\Roaming\ni-offline-help-viewer\logs

I got the "An internal error occurred. Value cannot be null. Parameter name: key" from using the latest NIPM online install for LabVIEW only (some additions may trigger the offline help error freeze) after choosing to check for update. the same error also happen with the offline iso
