Hello fsap,
After re-reading your original post and the later comments it seems like you are you trying to make some kind of Remote Desktop Application.
In that case using a Remote Desktopping tool might be useful.

To know your current IP:
- Open the Command Prompt window and type "ipconfig".
- This should give you back your IP-address.
- Check if you can connect to your application
To fix an IP-address of a PC you can use the following steps:

Please make sure that you are "allowed" to use a specific fixed IP-address on your current domain.
If you don't know, then you should check with your IT administrator.
