NI Software taking majority of CPU

Hello,

 

I installed LabView 2019 for a class that required it, the whole time I had it installed there would always be the same 4 processes that would be running whenever I start my computer back up that would take the CPU to 100%, these include the Variable Engine, PSP Service Locator, Domain Service, and the Time Synchronization. After that class ended I quickly uninstalled LabView to try and solve this but I am unable to completely delete it from my computer due to it giving me an error and these are still running when I start up my computer. If there is any knowledge of what I could do to fix this I would be very appreciative.
