Hi Harry,
The functions used are "Scan from String" and "Format into String". Both are located on the "String" functions palette. I have included two images illustrating how to locate these functions (-- depending on the configuration of your function palettes).
If you have seen (or perhaps used) these functions before, the confusing may be coming from the type specification -- in this case, the time stamp type. (You can locate a Time Stamp constant on the Programming -> Timing palette.)
