I spoke with support over the phone and we were able to narrow down and fix the issue, so just to close out this topic if anyone else is searching, in my case, this issue was caused by a weird issue with a specific installer I was using.
The file C:\Program Files (x86)\National Instruments\Shared\nicurl\curlimpl.dll was missing (the whole nicurl folder in fact was not there).
I fixed this by downloading the LabVIEW 2016 release from the NI site and installing it will the /reinstall flag. The file installed correctly and the issue was resolved.
