Proper way to use MT Phase Locked Loop VI

Hello,

I'm trying to use MT Phase Locked Loop VI with baseband waveform (10kHz+phase noise, cluster type[t0, dt, Y(complex)]).

The problem is output of phase error out does not shows phase locked state, but it shows relatively high, periodical sawtooth-like wave.

 

If I take a look at the output in wide scale, it seems phase locked except the high period sawtooth wave.

I'm not clear the reason why phase is not locked.

The filter parameters, VCO initial phase are default, and VCO gain is 10m, VCO carrier freq is set to 10kHz.

If you have any idea, please give me advice.
