I have confirmed that these files are identical in a seperate 2023 Q1 installation I have on another PC, however, rescripting works just fine in 2023 Q1.

Have you submitted a support ticket or bug?
If you open any of these files, do they open broken in 2023Q3? (I can keep exploring ideas in lieu of NI helping but of course it's exploratory in nature)

Yes, NI confirms that this is a bug (not a feature) of 2023 Q3. They are determining whether they will patch or wait until next release (I really hope the former).
I will check those VIs and get back to you.

When I open the items you listed, the are fine in 2023 Q3.

LabVIEW R&D is currently investigating this issue (I don't have a Bug number associated with the issue yet). However, I do have a workaround. You can replace the following VI with the one attached to this reply (LabVIEW 2023 Q3 only):
[LabVIEW 2023]\resource\Framework\Providers\MessageRescripter\Support\Is Message.vi
Make sure to backup the existing file first, just in case. After replacing the file, restart LabVIEW and you should see the rescripting right-click menu item present and functional again.

This bug is fixed in LabVIEW 2023 Q3 Patch 1, now available for download in NI Package Manager.
