I want an explaniation of  this program ? This program is a SubVI that is placed before "Set Teststand Application Windows.vi "

This is just a property node to get a reference to the TestStand Engine.  I recommend you open up the TestStand Help and search for the methods/properties you do not know.  That will tell you most of what you need to know.
