Because they're not the same thing. One is for the entire panel and the other is for the first pane. The property you see in the VI properties dialog is for the entire panel. If you want to see the one for the pane, you need to look in the pane properties dialog (which you can get to by right clicking on the splitter or the scrollbar).
I'm not saying that the whole thing necessarily makes sense when you put everything together (haven't played with it recently), but at least the location of the properties is consistent.
