Update Service collecting system information forever

Hello, I have NI Update Service 2.3.0.70 on Windows 7 64-bit.  It says ‘Collecting system information…’ and otherwise does nothing (does not use CPU time).  The green bar moves from left to right and repeats.  What should I expect?

It should do that for maybe a minute or so, then go on to doing something else.
