You can find some free telnet daemons. Here is one (I've never used it):

I have used this before, but it does ssh, not telnet:
You can configure it to just use usernames and password or use certificates. Includes an SFTP server as well.

Hi Matthew,
Thanks for your email. I did following so far, but failed.
1. Setup : PC (window XP) connected to a route same as SBC (Window 7)
2. SBC with Telnet Client Turn On
3. Ping each other works
4. under dos window, use command "telnet xxx.xxx.xxx.xxx" not working for either PC or SBC.
xxx.xxx.xxx.xxx is the right IP address with ipconfig checked.
What did I possible missing?

`The one I try to use is tera term which I used before.
Before going that far, I just want to simple telnet. I think I still missed something.

You have to have a server running on one of the items, either the SBC or the PC. I would suggest the PC, but since I don't know what you are trying to accomplish ultimately.
Enabling the telnet client or using teraterm will do you no good if you do not have the server running on one of the PCs (the PC you are trying to connect to). The microsoft page I linked to gives you step-by-step directions on how to use the Win7 Telnet Server to be able to connect to the SBC. Follow these directions on the SBC, or use one of the programs I linked to. Install them on the SBC. Then telnet from the PC to the SBC.

Thanks for help. I am closer to the end.:) Just a step away.
I could use telnet (open xxx.xxx.xxx.xxx) on window XP after set window 7 as the server.
After log in and password, the following message are shown
"Failure in initializing the telnet session. Shell process may not have been launched"
Any tips?
If I set window XP as server and Window 7 as client, I could telnet from window 7 not problem.

You could try this. It says its for XP 64-bit, but it shouldn't cause any permanent damage to Win7 if it does not work.
