No, but Weibe's suggesting on using cursors works OK.  It doesn't have the nice arrows that the annotation in LV8 does, but you can get a label where needed to mark a point on a graph.

Yes the annotations in LV 8+ probably use the front picture property of graphs.  I just found this new feature a few months ago and have been able to do some very cool marking up my graphs, like circling features overlaying images on graphs and placing additional text.  This might be a nugget worthy feature.

Yes this is a very cool feature that is very well hiden.  Stumpled on it by accident but I have done some nice 'painting' of graphs and with user evenst it will let you do nice marking of graphs.
