Yes, RedRat IR xml file used base64 encoding. That's what they told me after I contacted with them. I've tried to use their SDK APIs in Labview and so far I haven't had any luck yet. So the second option for me to create my customized IR signal dataset in labview, that I figured out, is to just change the parameters in an existing IR data file. I got everything else working but the SigData...
Thanks to you that now I've found NI's Base64Encode.vi so I can use. But I still have a problem. After running Base64Encode.vi, I got different encoded string from what's in the xml file. Looks like something else is going on...I'll have to keep exploring.
