The system consists of cRIO controller and I/O modules of NI 9146, 9205 and other modules. Will the  Labview 2015 full development  version be applicable to communicate with this controller or do I need the professional development system. My intent is to communicate with the I/Os modules, to read or enable sensors and generate pass or fail test report.

Full should be fine.  You'll need the Real-Time Module though.  If you're going to touch the FPGA (and not just use the 1kHz scan interface), you'll need the FPGA Module as well.
