I can't use editing tools(Wiring, Positioning/Resizing etc) in edit mode, the version I am using is Labview 7.0, it is already set to edit mode, but I can't resize or delete the control in Front Panel, and no wiring tools in block diagram.

Have you selected "Auto select" tool? press "Shift + right click" to select the proper tool from tools palette.
 
Are the objects of your Front Panel or Block Diagram locked? if they are locked, unlock them to be able to edit them.
