eMbedded Visual C++ 4.0 won't install

I'm trying to install eMbedded Visual C++ 4 to get the support files needed for the LabVIEW PDA. I went to Microsoft and downloaded (224MB!!) the self extracting zip titled eVC4.exe. I unzipped all of those files into a folder and found the setup file as expected. Here's where it gets weird, I double clicked the setup file and followed the prompts. After I entered the product key the setup program brought up the unzip window and asked me to unzip eVC4.exe. But that's the very file I just downloaded and unzipped to get to the setup program currently running! I went ahead and unzipped it again anyway and while it was unzipping the setup program came back with the message "Could not locate setup" and aborted. I've tried this several times now with the same results. Has anyone else experienced or resolved this?

It seams to be a little bit strange.
As far as I know the evc file is a self extracting archiv.
Normaly it extracts it self anf installs evc. It might be
nessesary to have admin rights on the computer you
work with while installing the C compiler.
