I cannot install LabVIEW 6.1 on windows 98. I get the error message below.

Hi kwannza,

It sounds like something is going on with the system itself. Have you tried upgrading your msi installer to the latest version (I believe it is 2.0)? The msi.dll is shipped with Microsoft Windows.
