It looks like it communicates with an Arduino. But some subVI's are missing, so it is hard to know what is going on there. You have two buttons that seem to control two different doubles that are fed through shift registers to add or subtract values depending on whether you are braking or accelerating. (If that is supposed to be speed, why are there two different values? It seems like there should only be 1!)
PS: The word is "brake" not "break". Is this a school project? Having correct spelling would help you get a better grade.
