problems with iashlper.dll

Broken arrows and errors related iashlper.dll active X object calls. This .dll is located in the system, system32, and the LabVIEW directory but the Automation OPEN function keeps on coming back with:     Error -2147221164 occurred at Class not registered
 in UnitReport Initialize.vi

Does this .dll need to be located somewhere besides system, system32, and the LabVIEW directories for it to be recognized by LV?
