show an image with 20Hz in pc lcd

my question is that how i can display a image on my pc screen via 30 Hz?

It's not at all clear. Do you mean that you have a camera that you wish to use? There is a dedicated Vision board. Please provide some details and what you have tried so far.

assume that i have a picture in my pc(1 picture) that i show this pic in gui in labview.

my question is that how i can  change frequency of this pic?( i.e 1sec on,1sec off).

In a picture indicator that you display and then clear. As I said, you need to attach the code you've written so far. This sounds like a homework assignment.

You can build a movie with Windows' movie maker.

Then use Media Player ActiveX play it in LabVIEW.

Or a simple picture ring with two images in it, one would be blank.

yes,this is my part of my final project. when it posed, i searched over the internet, and found that is conceivable  with Labview.

i have not any information about labview.

thanks,but i want to change frequency. the frequency will user selectable.

Install LabVIEW and take one or more of the free tutorials. You should know how to do it yourself after that.
