The description of LabVIEW base vs LabVIEW full shows the base package does not include 'signal measurements'. Can you explain to me what 'signal measurements' is referring to and how this might limit a application?
Also, the base license is good for one year - does this mean if the subscription is not re-activated, the software will no longer work after one year?

Signal measurements are used to work with real-world analog signals on a computer. Your application would be limited in the sense that you wouldn't be able to work with sensors to acquire real life data.
After your year subscription, you would need to resubscribe to use Base LabVIEW again.

This page indicates that you should have an option to purchase "Base" for 1, 2, or 3 years, or as a "perpetual" license. While I don't see prices listed for anything other than the 1 year option, you can look into the longer or "perpetual" license to see if it's a better deal for you.
Don't be afraid to contact NI directly about this; selling you software licenses is something they really like to do!

You can see the prices on this page. A 3-year subscription is $1077, so you get a small discount, and (I assume) the most recent version of LabVIEW every year. The perpetual license is only $999 but you only get 1 year of updates, but you can purchase up to 3 years SSP.

So you are saying that even though the DAQ hardware will accept analog input signals, the LV base software version will not be able to read that signal, condition the signal, and display it? If so, that really limits the capabilities of the software, and removes the LV base version from consideration.

You'll be able to acquire data from NI and 3rd party hardware. You'd be limited in the sense that you wouldn't be able to use signal processing VIs, such as signal generation, filters, transforms, etc.
