I am quite surprised that dowloader.exe is not able to connect to ftp.ni.com. I know you tried to disable the firewall, but I suspect something is still blocking the NI services. You can try to download wireshark and monitor connection attempts to ftp.ni.com

I try to capture traffic data with wireshark, but it is very low level, I do not know what to look for.

What protocol is using an NI downloader exe? Because I do not see FTP in the captured lines...

I am sorry to hear that you have not been able to get the update service to work.

Since this problem is isolated to a single PC on your network, I think that there is still some network connection problem that prevents the update service from connecting to the NI servers.

If this feature is really important for you I suggest to talk to your IT department to find a solution or reinstall Windows on your machine.
