Thanks for the additional info. Since the test panels are working it means that there aren't any fundamental issues with your hardware and drivers on the laptop. This is a good sign.
Can you confer with your colleague on whether he/she expects errors to be reported in some way or if they are being suppressed by the application. The lack of measurements or output would indicate that the code is breaking down for some reason. Also, please confirm that the device names and identifiers match between the two systems as I suggested in my last post. Since you have confirmed that the hardware is functional in Test Panels then it seems that there must be an issue with the way the application interfaces with the hardware.
To answer your other question, the ability to create an installer is built into LabVIEW using the same utilities that you use to create a standalone LabVIEW executable. You can even include the necessary device drivers and runtime engines in that installer. Once you have created your "Application (EXE)" build specification, you can just create another entry for "Installer" and the wizard should walk you through the necessary steps.
