Will a LabWindows CVI compile to cRIO?
Can you write an entire program in LabWindows CVI and not write any code in the graphical LabView?

Unfortunately CVI does not support full application development for the CompactRIO. However, there is a C API to LabVIEW FPGA. The following links provide some additional information on the capacibilities of CVI with the cRIO.

I need to develop API in LabWindow CVI with Real time to control the cRIO
up to now I had no success and I need some help, and sample program in LabWindow CVI to accomplish this task.

I am not sure where you are at in your setup process, but the getting started guide linked below gives in-depth instructions on setting up your RT system.

You can also use the NI Example Finder to find examples in LabWindows/CVI, which are available by selecting Help»Find Examples in LabWindows/CVI, to browse or search for example programs. You also can access the example programs from the samples\CVI samples\realtime directory.
