Some CVI Questins:

    Can the CVI RTE be bundled into an application’s deployment package and then installed at the same time the application is installed? Or must    the RTE always be installed separately?

1. If the CVI RTE can be bundled into an application’s deployment package, will it modify existing CVI RTE installation options (such as the [PhoneHome] setup setting in the setup.ini file)?
2. What is the purpose of the [PhoneHome] setting in the setup.ini file (since we deploy most often without being attached to a network)?

Once you have created your appliccation as a compiled executable, you can buid a distribution package to deploy it together with the RTE and all other necessary support files / libraries: see this post and the links given there.

I cannot answer about your other questions.
