You should be able to attach the old database in MAX, which would allow you to view the data in MAX. Unless it can be converted, it will not show in Lookout.

The problem is that I'm using the most current MAX on a Windows 7 Machine and when I try to create a Database it crashes. How can I attach the old database using MAX? All I see is Create and Convert a Database.
I need a way to look at the old data on my Windows 7 Machine.

In MAX, create Citadel 4 database, and manually input the old database path so that the old database will be attached. Does it crash if you do so?

Yes, it crashes when I try to create a database on the new PC running Windows 7 and Lookout 6.5.

How big is your database?
I think you can upload it to ftp://ftp.ni.com/incoming and I will help to convert to Citadel 5 database. But if it's too huge, I will think of another way.

The size of the LOOKOUT 6.5\DATABASE Folder is 6.92 GB without being zipped.

I moved the old Lookout 5.1 Database Folder over to the new machine running Windows 7 and Lookout 6.5. I also moved over the Lookout.ini and all of the .L4P,LKS,LKA,L4T Files. When I started Lookout and finished re-compiling all the .LKS Files by opening each one up individually I looked in the Alarm Page of Lookout and it had several messages about Invalid Database Arguments. Is this normal or expected?

If you copy the ini file, lookout probably uses the database path as before, so you need to make sure you have the Citadel 5 database there.
In Lookout, open Options->System, here is the default database settings. You also need to check the File->Modify Process where you can set the database for this specific process instead of the default one.
To create a database, open MAX, select Historical Data->Citadel 5 Universe. Right-click My Computer, and Create/Attach database. Create the database as you like, and make sure the setting in lookout matches the database path.

I'm getting an Alarm on the Alarm Page the reads: Failed to log "object name" to Database invalid arguments. Could this be because the system isn't connected to the devices in the field? Everything is displaying with a red X over it because it has a communications fail. I think it might be trying to trend a value and that's why it's generating the alarm.

In the newer versions of Lookout/Citadel, it will throw this error if there is not valid data for the point being logged. You are correct.
