In Windows "Services", right click "National Instruments Lookout 6.1" and select Start, will it run?
Right click on the lookout.exe in Lookout folder, select Run as Administrator, will it run?
Go to Windows Event Viewer, take a look at the "System" and "Application" events. Do you see any errors?
