Palette order

HI!

I am manipulating user palette.  What is the correlation (if there is) between the palette items and the displayed colors order.

i.e - how can I change the order of the displayed colors. It is important for me that, the Blue colors must be background and the yellow colors in the front.

First element in the Palette is color = 0, second - 1 and so on:
