A rotary frequency converter is just a motor-generator set, and there is no programming associated with it.  What are you trying to do?

i want to build a system to synchronize the generator, do you have a fundemental statement, or literature about that?

If you could give us a little more complete description of the application you intend to create, we will be much better able to assist you. For example, what synchronization needs to take place? What is the need for the frequency change? Have you done any development toward the project so far?
